It is up to the city and state to ensure that rebuilding after Hurricane Sandy is done in a way that helps New York City safely survive extreme conditions — especially in downtown Manhattan, along the East River and in waterfront communities across the five boroughs.

Is government the appropriate vehicle to get the job done? Would New Yorkers be better served by a public-private partnership? Either way, the region needs out-of-the-box thinking on how best to finance and reshape the infrastructure for the 21st century and beyond.
