Value-Based Purchasing & Care Delivery have had decidedly mixed results over the past 30 years. However, the Pandemic has made the predictability of receiving regular value-based payments much more attractive. This Forum brings the leader of the federal government’s effort to transition from a volume to value-based financing model with top executives from the provider and payer communities to discuss the way forward that is most beneficial to all stakeholders, especially patients.

About the Speakers
Liz Fowler, PhD, JD, is Deputy Administrator and Director of the Innovation Center at the Centers for Medicare and Medicaid Services. Liz previously served as Executive Vice President of Programs at The Commonwealth Fund and Vice President for Global Health Policy at Johnson & Johnson. From 2008 to 2010, she was Chief Health Counsel to the US Senate Finance Committee.
Michael J. Dowling is President & CEO of Northwell Health, Mr. Dowling leads a clinical, academic and research enterprise with a workforce of more than 75,000 and annual revenue of $14 billion. He currently chairs the Institute for Healthcare Improvement (IHI). Prior to joining Northwell in 1995, Mr. Dowling served in New York State government for 12 years, including leadership roles as Director of Health, Education and Human Services, Commissioner of Social Services, Deputy Secretary and as a chief advisor to former Governor Mario Cuomo. Earlier, he was a Professor of Social Policy and an Assistant Dean of Fordham’s Graduate School of Social Services, where he had previously received his MSW degree.
Karen Ignagni serves as President and Chief Executive Officer of the EmblemHealth family of companies, including a network of over 40 primary and specialty physician practices through AdvantageCare Physicians and BronxDocs and WellSpark, its national wellness company. Prior to joining EmblemHealth in 2015, Ms. Ignagni was President and CEO of America’s Health Insurance Plans (AHIP), the insurance industry association. Ms. Ignagni also directed the AFL-CIO’s Department of Employee Benefits. She was a Professional Staff Member on the U.S. Senate Labor and Human Resources Committee and worked at the U.S. Department of Health and Human Services.
James B. Couch, M.D., J.D., FACPE is a Fellow of the Global Healthcare Innovation Management Center at Fordham. He is the Interim Director of the M.S. in Health Administration Degree Program at Fordham, where he teaches Healthcare Law and Ethics. He has also taught quality improvement, patient safety, medical risk management and value based purchasing at Penn’s Medical and Wharton Schools, Johns Hopkins Bloomberg School of Public Health, Weill Cornell Medical School, NYU’s Stern Business and Wagner Public Policy Schools, SUNY’s Watson School of Engineering, University of Connecticut School of Medicine, Jefferson’s College of Population Health, Harvard, Yale and Oxford Universities.
